<\/span><\/span><\/p>\n The key Catholic Social Teaching principles of human dignity, solidarity, and subsidiarity\u2014as well as the end result, which is the common good\u2014challenge both left and right.<\/em><\/p>\n <\/p>\n <\/p>\n Catholic social teaching is not Liberal or Conservative<\/p>\n<\/div>\n Conservatives can find much that sounds familiar: the importance of the family, private property, religious freedom, personal responsibility, economic initiative and the principle of subsidiarity.<\/span><\/span><\/p>\n Liberals can point just as readily to the Church\u2019s concern for workers, migrants and the poor, its insistence on solidarity, and its repeated criticism of economic systems that leave people behind.<\/span><\/span><\/p>\n This sometimes produces an odd result. Catholics on both sides of the political divide can become convinced that Catholic Social Teaching essentially agrees with them\u2014and that its principal purpose is to correct the people on the other side.<\/span><\/span><\/p>\n That raises a larger question about Catholic Social Teaching and politics: are its principles liberal, conservative\u2014or something entirely different?<\/strong><\/span><\/span><\/p>\n The answer is important.<\/span><\/span><\/p>\n Catholic Social Teaching is neither liberal nor conservative. It is not a Catholic version of either ideology, nor is it an effort to split the difference between the two. It begins somewhere else.<\/span><\/span><\/p>\n Pope St. John Paul II put the point plainly in Centesimus Annus<\/em>: the guiding principle of the Church\u2019s social doctrine is \u201ca correct view of the human person and of his unique value.\u201d<\/strong> (Centesimus Annus, 11)<\/a><\/span><\/span><\/span><\/p>\n The principles of Catholic Social Teaching flow from that understanding of the person. They begin with human dignity, solidarity, and subsidiarity<\/a><\/span>, all ordered toward the common good<\/a><\/span>.<\/span><\/span><\/p>\n These principles are not independent ideas. Human dignity, solidarity and subsidiarity work together in pursuit of the common good in Catholic Social Teaching.<\/span><\/span><\/p>\n Pope Leo XIV makes the same ordering explicit: \u201cprogress is measured by the dignity of each person.\u201d<\/strong>\u00a0(Magnifica Humanitas, 12)<\/a><\/span><\/span><\/span><\/p>\n Later in the encyclical he returns to the same conviction: \u201cIt is individuals that matter, each and every person, together with their families.\u201d Social movements, ideologies and grand political proclamations, he says, are \u201cworthless unless they lead to the flourishing of persons.\u201d (Magnifica Humanitas, 58)<\/a> <\/span><\/span><\/span><\/p>\n These are principles, not political positions.<\/span><\/span><\/span><\/p>\n That distinction matters because political ideologies tend to emphasize some truths while neglecting others. Catholic Social Teaching does not permit us that luxury.<\/span><\/span><\/span><\/p>\n Pope Benedict XVI offered an important warning when he wrote that Christian charitable activity \u201cmust be independent of parties and ideologies.\u201d <\/strong>(Deus Caritas Est, 31)<\/a>\u00a0<\/span><\/span><\/span><\/p>\n And, as Pope Francis said: \u201cpolitics is one of the highest forms of charity because it seeks the common good\u201d. (Address to Students)<\/a> <\/span><\/span><\/span><\/p>\n The same caution applies when we bring the Church\u2019s social doctrine into public life.<\/span><\/span><\/span><\/p>\n Catholic teaching cannot simply become religious language attached to a political platform.<\/span><\/span><\/span><\/p>\n The Catholic view of private property and capitalism does not begin with hostility toward markets. Catholic teaching strongly defends private property and recognizes the importance of free economic initiative<\/strong>. It does not regard business, entrepreneurship or profit as inherently suspect. Work and the creation of wealth can contribute greatly to human flourishing.<\/span><\/span><\/p>\n But none of these is absolute.<\/span><\/span><\/p>\n Property has a social purpose. Markets exist for people, not people for markets. Workers cannot be treated simply as units of production, and economic efficiency cannot justify ignoring the poor or vulnerable.<\/span><\/span><\/p>\n Pope Leo XIV states the point without hedging: the right to private property “is always subordinate to the universal destination of goods.”<\/strong> (Magnifica Humanitas, 66)<\/a><\/span><\/span><\/span><\/p>\n This is where Catholic Social Teaching can become uncomfortable for the political right.<\/span><\/span><\/p>\n <\/span>Solidarity is not simply generosity toward those who are struggling. Pope St. John Paul II rejected the idea that it is merely a feeling of compassion. In Sollicitudo Rei Socialis<\/em>, he called solidarity a \u201cfirm and persevering determination to commit oneself to the common good.\u201d (Sollicitudo Rei Socialis, 38)<\/a><\/span><\/span><\/span><\/p>\n Pope Leo XIV expresses the same truth succinctly: \u201cno one is saved alone.\u201d<\/strong> (Magnifica Humanitas, 73)<\/a><\/span><\/span><\/span><\/p>\n That is a demanding definition. <\/span><\/span>It means that the condition of our neighbor is not irrelevant to us. Poverty, exclusion and economic hardship cannot simply be dismissed as someone else\u2019s responsibility.<\/span><\/span><\/p>\n A society committed to human dignity must ask not only whether an economy produces wealth, but whether economic life allows people to participate, to work with dignity, to support families and to share appropriately in the goods of society.<\/span><\/span><\/p>\n Here Catholic Social Teaching can become equally uncomfortable for the political left.<\/span><\/p>\n The principle of subsidiarity<\/a> insists that people and the institutions closest to them should retain the responsibilities they are capable of exercising. It also requires higher political bodies to assist and empower lower ones.<\/span><\/p>\n Pope Pius XI described the principle in unusually strong terms in Quadragesimo Anno<\/em>, calling it \u201can injustice and at the same time a grave evil\u201d to assign to higher bodies what smaller communities can accomplish themselves. (Quadragesimo Anno, 79)<\/a><\/span><\/span> <\/strong><\/span><\/p>\n Subsidiarity is sometimes reduced to the slogan \u201csmaller government,\u201d but that misses its deeper meaning. Its purpose is to protect the human person.<\/span><\/p>\n Families, businesses, churches, voluntary associations, local communities and other institutions are not merely administrative conveniences between the individual and the state. They are places where people exercise freedom, assume responsibility, form relationships and participate directly in society.<\/span><\/p>\n Higher levels of authority have necessary responsibilities. But they should assist these smaller communities rather than unnecessarily replace them.<\/span><\/p>\n As Pope Leo XIV emphasizes, \u201cSubsidiarity does not justify the State\u2019s disengagement\u201d; (Magnifica Humanitas, 69)<\/a><\/span><\/span> it guides how higher authority should serve rather than supplant lower communities.\u00a0<\/span><\/span><\/span><\/p>\n This is why solidarity and subsidiarity in Catholic Social Teaching must remain together.<\/strong> <\/span><\/p>\n Solidarity without subsidiarity can become paternalism, treating people primarily as recipients of assistance instead of persons capable of responsibility and participation. <\/span>Subsidiarity without solidarity can become an excuse for indifference.<\/span><\/p>\n Pope Leo XIV echoes this same caution, teaching that a healthy society must “move beyond any form of paternalistic or welfare-based management of societal life.”\u00a0(Magnifica Humanitas, 70)<\/a><\/span><\/span><\/span><\/p>\n Catholic Social Teaching rejects both.<\/span><\/p>\n Pope St. John Paul II captured the balance in Centesimus Annus<\/em>, explaining that the state acts indirectly through subsidiarity by creating conditions for economic activity and directly through solidarity by \u201cdefending the weakest.\u201d (Centesimus Annus, 15)<\/a><\/span><\/span><\/strong><\/span><\/p>\n Neither principle cancels the other.<\/span><\/p>\n Catholic Social Teaching provides moral principles by which political and economic choices should be judged. It does not ordinarily provide a detailed legislative program or tell Catholics that every prudential policy question has only one permissible answer.<\/span><\/span><\/p>\n The better question, then, is not: \u201cDoes Catholic Social Teaching support my political views?\u201d<\/strong><\/span><\/span><\/p>\n It is: \u201cWhere does Catholic Social Teaching challenge them?\u201d<\/strong><\/span><\/span><\/p>\n That is considerably more difficult.<\/span><\/span><\/p>\n It asks the conservative who strongly defends economic freedom whether that freedom is actually serving human dignity and the common good.<\/span><\/span><\/p>\n It asks the liberal who strongly supports solidarity whether the solutions being proposed also respect subsidiarity, personal responsibility and the legitimate role of families, communities and civil society.<\/span><\/span><\/p>\n And it asks all of us whether we are applying Catholic principles consistently\u2014or selecting only those that validate positions we already hold.<\/span><\/span><\/p>\n Pope Leo XIV names the temptation that overtakes public life on every side. When politics \u201cabandons a long-term perspective and reduces itself to short-term calculations or sterile<\/span><\/span> polarizations,\u201d he warns, \u201cthe language of the common good loses credibility.\u201d (Magnifica Humanitas, 63)<\/a><\/span><\/span><\/span><\/p>\nby CAPP-USA<\/span><\/h5>\n

<\/span>Consider economic life.<\/span><\/span><\/p>\nSolidarity, Subsidiarity and the Political Left<\/span><\/strong><\/span><\/span><\/h2>\n
<\/span><\/span><\/strong><\/span>Yet the Church\u2019s insistence on solidarity and concern for the poor does not mean that every social problem should be handed upward to the state.<\/span><\/p>\nDoes Catholic Social Teaching Tell Catholics How to Vote?<\/span><\/strong><\/span><\/span><\/h2>\n
<\/span>This is where discussions of Catholic political beliefs can become misleading. <\/span><\/span>There is no single list of Catholic political positions that maps neatly onto an American party platform.<\/span><\/span><\/p>\n
